Outcome-Based Education (OBE) is highly aligned with the core mission of “fostering virtue and nurturing people” for university counselors, providing a novel theoretical perspective and practical guidance for their professional development in the new era. Based on empirical evidence, this study deeply analyzes the dilemmas in the hierarchical professional development of university counselors and the operational mechanism of OBE theory in this field. It further proposes and develops the OBE-AGC professional development mod- el for university counselors (Anchor Goals– Grow Competencies– Check Effects– Continuous Improvement). From five core dimensions, namely conceptual empowerment, competency enhancement, mechanism optimization, collaborative synergy, and safeguard reinforcement, the model offers feasible practical references for building a professional counselor workforce in universities and effectively implementing the fundamental task of fostering moral integrity and cultivating talents.Published
