There are some problems in primary health care in Shaanxi Province, such as insufficient total number of talents, poor structure, and service capacity to be improved, while the flow and retention of medical postgraduates to the grass-roots level are facing multiple challenges, such as career development, working environment, and treatment security. Systematic measures such as strengthening policy incentives, optimizing career development path, improving working and living environment and enhancing social identity can promote the coordinated development of medical postgraduates and primary health care, and achieve a win-win situation of personal value and primary health care upgrading.
